First, move Torchic out of your party.
Second, click on the button under evolve in the same column as Torchic.
Third, you will see the evolution step above your party roster.
Finally, click on the button that says Evolve into Combusken (or something like that) and it will happen.

In the game Torchic evolves into Combusken at Lv16, so it should work since you said it is Lv17, and Combusken evolves into Blaziken at Lv36.

Or you could just click torchic's name when it's in your party, Then press evolve, the click the button next to the picture of Combusken.

Look in your pokedex it tells you the location of the pokemon. (Not fusions though, but they're on there own maps)
