ninetales is a very good pokemon indeed and in pokemon myster doungen 1 ninetales's tales have a strong curse that turned a human in to a pokemon (Gengar)

i gusse you can add a vulpix to your team and evolve it but after the storyline

you can add vulpix in your team in fiery field,the home of entei,after beating the main game

plus according to bulbapedia you can find fire stones so it can become ninetales.

Ninetales and Lucario all the way! They kick butt not only in PMD: Explorers of Sky as Vulpix and Riolu, but they rule in other Pokemon games, too!
