on my pokemon emerald i had latios latias rayquaza groudon and kyogre 
This Is Gallchomp gallade+garchomp
This Is Homarchu Ho-oh+pikachu+magmar

my whole team is lvl 100 and I didn't use chats

I havent played my sapphire in forever....
My party i can remember:
Gardevoir/Katie lv 90 sassy female
Grumpig/LuLu lv 98 Mild female
Swellow/Rose lv84 docile female
IM SO MAD!!!! I USED MY MASTERBALL ON A WAILORD!!!!
I had no idea what a masterball was.... Is it possible to catch latias with a pokeball????.......

I have a lv 100 rayquaza in emerald without cheating i only battle elite four
i also caught latios with no master ball without cheating by pressing a combination of buttons lol
btw i also cloned my legendaries like ho-oh lugia etc.

yes you have 2 ways
1- you need to be super lucky (i dont think thats gonna happen)
2 - make latias sleep then catch it
