You cannot catch dragonite. Ways to get one:
-trade from fire red/leaf green
-use gameshark/action replay
-trade from fire red/leaf green

well now i have caught pokemon platinum's palkia AND dialga, no master ball, no cheat. just straight up grinding and SRing til i caught him.
and in platinum, diamond, pearl, Heartgold, and soulsilver. (platinum is in the big cave, diamond and pearl there catchable with poke-floods, heartgold and soul silver you can catch with pokewalker and in kanto.)

beat all the gyms [x]
get all gold legendaries []

Advance starter(another rom hacking tool)
