What map do u catch daroxys on?

I've only been playing for about a week or two (full team of lv 100, woot!), and I've defeated almost every Gym Leader and Elite Four member....except Volkner and his gosh darn curse Pokemon. There's a problem that I'm starting to wonder if it's a glitch to overcome or if it's supposed to be this way.

shouldn't he be a umbreon trainer?
all of his poke are umbreon except uno...

Is it just me or did everything suddenly change?
